Why did my pepper plants stop growing?

I recently bought some jalapeño, giant jalapeño, poblano, and habanero seeds, along with a growing system from Burpee. My problem is that after the plants sprouted, they grew a bit and then stopped growing, and they have remained the same for weeks now. The jalapeños grew to about 3 inches, the giant jalapeños to about 2 inches and less, and the habanero + poblano sprouts are about 1 inch tall. There's approximately two seeds per sprouting cup, so two sprouts per cup.

They are indoors and under a fluorescent light bulb. The soil is constantly moist because of the growing system they are in. I have over 60 sprouted plants, out of which 2 have so far collapsed and failed. I figured it might be that they need something to help them grow and get strong, so I added a diluted mixture of Miracle Grow to the water in the growing system.

Help please! Why have they stopped growing?
